FRED Optical Engineering Software

The Department of the Air Force intends to issue a firm-fixed-price, sole-source order to Photon Engineering, LLC for FRED Optical Engineering software updates and support. The required software deliverables consist of multiple licenses, including one FRED Classic Optical Engineering Software license and six FRED Optimum Optical Engineering Software licenses of various part numbers. This software is used at Wright Patterson Air Force Base in Ohio to simulate light propagation through opto-mechanical systems, assisting in stray light analysis, virtual prototyping, and laser beam propagation. Although the Air Force plans to award this sole-source contract on or about September 30, 2026, with support running through June 30, 2027, capability statements may be emailed to Glenn Wellman at glenn.wellman@us.af.mil by September 16, 2026, at 5:00 PM EST to determine if a competitive procurement is warranted.
