The American Battle Monuments Commission (ABMC) is seeking a global enterprise mobile phone services solution to support secure voice and data communications worldwide. The work covers approximately 150–200 lines and includes multi-carrier access, 4G/5G voice and data service, always-on international roaming, SIM/eSIM provisioning, and a secure management portal with usage analytics, billing transparency, rate optimization, and SLA monitoring. The solution must work with ABMC-furnished Apple devices, integrate with Microsoft Intune for device management, support encryption and remote wipe, and comply with Section 889 and federal cybersecurity supply chain requirements; proposals may also be limited to the France scope, with pricing in euros, and the contract performance period is a base year plus four option years. ABMC will evaluate technical capability, solution quality, cost, regulatory compliance, and past performance, and it prefers a single award but may make multiple awards by site or region. Bidders’ questions were due May 22, 2026, the pre-proposal conference was May 28, 2026, the second round of questions was due June 5, 2026, and proposals are due June 23, 2026 at 10:00 AM Eastern Time.
