Laundry and Dry Cleaning

This Performance Work Statement (PWS) outlines the requirements for Laundry and Dry Cleaning (L&DC) services at Fort Novosel, provided by the Army Sustainment Command (ASC). The contractor will manage L&DC operations, including drop-off, pick-up, direct exchange, washing, drying, packaging, and dry-cleaning of government-owned items like fabrics, textiles, garments, linens, and Organizational Clothing and Individual Equipment (OCIE). The contract is a Firm Fixed Price per piece/item with an Indefinite Delivery and Indefinite Quantity (IDIQ) type. Key responsibilities include operating distribution and collection points, maintaining accountability systems, adhering to federal and Army regulations (e.g., AR 210-130), using bio-based cleaning products, and ensuring timely delivery of cleaned items (within three business days, or 48 hours for military funeral uniforms). The contractor must repair or replace items damaged during processing, and lost/damaged claims must be resolved within ten business days. Personnel must be appropriately dressed, complete mandatory training (e.g., Antiterrorism, OPSEC), and comply with security and environmental regulations. The contractor is also responsible for quality control, including developing and implementing a Quality Control Plan (QCP). The government will evaluate performance through a Quality Assurance Surveillance Plan (QASP).
