LEASE OF NON-TACTICAL VEHICLES (NTVs), ISRAEL

The US Army Corps of Engineers Middle East District requires a contractor to provide non-tactical vehicle leasing services in Israel. This Firm-Fixed-Price contract, effective from December 10, 2025, to December 9, 2026, with an optional six-month extension, covers up to fifteen mid-size 4x4 SUVs and two vans. The contractor must ensure all vehicles are safe, fully operational, compliant with Israeli laws, and comprehensively insured with no cost to the government for deductibles or damages. Vehicles must be new or like-new (under 15,000 km, model year 2025 or newer), not manufactured in China, and equipped with specific features, including off-road tires, heavy-duty HVAC, and safety equipment. The contractor is responsible for all maintenance, repairs, replacements (within 3 hours), and roadside assistance. They must also manage toll transactions and report traffic violations, converting fleet vehicle rates to private rates at their expense. Invoices should be submitted monthly to specified USACE contacts, with a final invoice requiring a signed release of claims.
