The Department of Defense, through the Naval Facilities Engineering Command (NAVFAC) Southeast, is seeking public feedback on a design-build construction project aimed at replacing waterfront transformers and enhancing the electrical distribution system at Naval Station Mayport in Florida. The project involves demolishing an existing substation vulnerable to storm surge flooding and constructing a new elevated facility to meet the shore power requirements for various naval ships, with an estimated cost between $25 million and $100 million and a performance period of approximately 2,560 calendar days. This initiative aligns with Executive Order 14063, which promotes the use of Project Labor Agreements (PLAs) for large-scale federal construction projects, and interested parties are invited to provide insights via a questionnaire regarding the potential impacts of PLAs on project costs and labor availability.
