The U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) intends to negotiate a noncompetitive contract with FEI Company for diagnostic and repair services of the Telos F200C G2 electron microscope. The objective of this procurement is to restore the functionality of this critical equipment, which is essential for diagnosing foreign animal diseases at the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. The acquisition will follow FAR Part 13 Simplified Acquisition Procedures and is expected to result in a firm-fixed-price contract, emphasizing the urgency of the repairs due to the unique integration of the microscope within NBAF's infrastructure. Interested parties may submit their capability statements to Kathy Melby at kathleen.melby@usda.gov by April 30, 2025, for consideration in determining the feasibility of a competitive procurement.
