Presolicitation notice: INTERNATIONAL BOUNDARY AND WATER COMMISSION: US-MEXICO is seeking design and construction services for the South Bay International Wastewater Treatment Plant (SBIWTP) Rehabilitation and Expansion project. The project aims to expand the plant's capacity to treat an average daily flow of 50 MGD with a peak hydraulic flow, peak hour, capacity of 75 MGD. Located in San Ysidro, CA, the SBIWTP treats raw sewage from Tijuana, Mexico, and discharges the effluent into the Pacific Ocean. The project is part of an effort to reduce cross-border sewage flows and improve public health and environmental impacts in the Tijuana River watershed and adjacent coastal areas. The estimated magnitude of the project is over $250,000,000, and construction is expected to start within one year of contract award and take a minimum of three years. The procurement will follow the Progressive Design Build (PDB) approach with a two-phase design-build selection procedure. The solicitation is expected to be posted on or about November 27, 2023.
