    Notice of Intent to Sole Source - Offshore Systems

    The Department of Commerce, specifically the National Oceanic and Atmospheric Administration (NOAA), intends to negotiate a sole source contract with Offshore Systems Inc. for the procurement of Husbanding and Berthing Services.     During the berthing period, there is a significant amount of scientific equipment that needs to be moved on and off the ship. Offshore Systems Inc. has the necessary delivery capability, cranes, loaders, and storage capacity on site to accommodate this requirement. Utilizing their services also avoids the need for individual arrangements for various support services, which can be complex and costly given the nature of the mission equipment and the remoteness of the locale.

    This notice of intent is not a request for competitive quotes, and no solicitation package is available. However, firms that believe they can provide equipment or services that fully meet the Government's requirements may submit substantiating documentation to the identified point of contact within 15 days after publication of this synopsis. The Government will evaluate such documentation solely for the purpose of determining whether or not to conduct this procurement on a competitive basis.

    All responsible sources may submit a Capability Statement in accordance with this notice, which will be considered by the agency if received on or before 1600 PM PDT on March 23, 2024. The Capability Statement must contain sufficient detail to allow NOAA to determine if the party can meet all of the requirements. Incomplete statements will not be considered.
