The Naval Nuclear Laboratory (FMP) seeks a Portable Small Article Monitor (PSAM) for shipboard use, replacing manual frisking in nuclear vessels. The PSAM must be modular, smaller, and lighter than current models, with a total weight not exceeding 1200 lbs (ideally under 800 lbs) and external dimensions of 21.5" H x 24" W x 24" D. It must disassemble into segments, each weighing no more than 140 lbs (ideally under 100 lbs), for transport in watertight, rugged cases. The device needs to detect 450 pCi of Co-60 in under 120 seconds with a 95% probability of detection and a false alarm rate under 5%. It requires a simple user interface for general workers and a detailed interface for staff. Software must support data storage for at least one year without wireless communication or remote monitoring. The PSAM will be powered by 110-120V (60 Hz). The supplier is responsible for quality assurance, including a Test Plan and adherence to ISO 9001:2008. Key deliverables include the PSAM unit, O&M Manual, Calibration Procedure, Preliminary and Final Design Packages, and a Data Book. The project includes several meetings, such as Kickoff, Design Reviews, and an in-person Factory Acceptance Test.
Fluor Marine Propulsion, LLC (FMP), operating the Naval Nuclear Laboratory (NNL), is seeking proposals for a Portable Small Article Monitor (PSAM) to replace manual frisking stations on nuclear vessels. The PSAM must be modular, smaller, and lighter than existing models, with specific requirements for size, weight, radiological detection (450 pCi of Co-60 in under 120 seconds), user interface, software, power, and environmental conditions. Proposals should include a Quad Chart, a narrative, and procurement documents, to be submitted by February 27, 2026, to ATIP@unnpp.gov. FMP reserves the right to share proposals with partners and does not guarantee a contract. The selected supplier will develop and construct one PSAM, adhering to ISO 9001:2008 quality standards, with required meetings, design package submittals, and rigorous testing, including a Factory Acceptance Test (FAT).
